Liebe FreundInnen,
als wir vor 2 Jahren die Plattform gegründet haben, gab es nach der intensiven Diskussion heiße Debatten um Konzepte (z, B. die Diskussion über Hamer). Ich erinnere mich sehr wohl, wie sich einige beschwerten, dass ihre Emailfächer überlaufen würden. Es gab auch über evtl.. Lösungsmöglichkeiten heiße Diskussionen. Letztere endeten allerdings im Verbleib des status quo, weil alle anderen Lösungen Geld gekostet hätten.
Die Entwicklungen im Internet sind allerdings rasant. Es gab dann die Möglichkeit, kostenfreie Blogs zu erstellen. Das habe ich eine Zeit lang probeweise für meine Praxis genutzt und da lief es ganz gut. Daraufhin habe ich mich entschlossen, auch solch einen Blog für uns zu erstellen. Ich denke, mir auch Mühe gegeben zu haben, dass er einigermassen aussieht. Ein Blog hat den unschätzbaren Vorteil, dass dort jeder einen Betrag schrieben kann und unter jedem Beitrag gibt es ein Kommentarkästchen, in dem man seine Meinung reinschreiben kann. Ein weiterer Vorteil ist, dass dadurch die Email-Box nicht belastet wird. Und ein dritter Vorteil ergibt sich daraus: Ich gcke rein, wenn ich Lust und Zeit habe.
Den Blog gibt es jetzt ein knappes Jahr. Darin „blaugemacht“ newsletter“ von Greenpeace oder Attac oder oder abzuladen, ist teilweise ein sehr mühseliges zeitaufwendiges Unterfangen, das ich auch rein zeitlich nicht mehr schaffe. Ich muss allerdings auch die Frage aufwerfen: Wozu auch? Wir sind jetzt 22 Mitglieder. Davon haben sich 8 (in Worten „acht“) Mitglieder den Block angesehen,d. h., ⅓. Anders herum gesagt, ⅔ sind daran offensichtlich völlig uninteressiert.
Diskussionen unter uns finden seit Monaten nicht mehr statt. Ab und an bekomme ich mal was zugeschickt, wobei ab und an schon übertrieben ist, seltenst wäre treffender.
Somit ist für mich die Frage auf der Tagesordnung: Was machen wir mit dem Blog, ja, was machen wir mit der Plattform? Ich bin zeitlich nicht mehr in der Lage, die Plattform als Ein-Mann-Betrieb aufrecht zu erhalten. Aus versciedenen Gründen halte ich die Plattform nach wie vor für sinnvoll, weil es mir darum geht, etwas autonomes gegen die etablierten Organisationen und erst recht gegen die etablierten Parteien in der Hand zu haben, was gegenüber den politischen Eintagsfliegen wie Stuttgart 21 oder Fehmarn-Belt-Querung (übrigens ein Projekt, was ich ausdrücklich begrüße, obwohl ich in diesem Bundesland lebe) Bestand hat. Diese Gruppierungen hängen sich meiner Ansicht nach mit partikularistischen Einzelinteressen oft nach dem St. Florians-Prinzip an einem Thema auf und wenn‘s durch ist, so oder so, sind sie weg. Das sind übrigens oft auch Orte,wo „links“ und „rechts“ auf einmal geeint Seite an Seite stehen. Es graust mich davor.
Der langen Rede kurzer Sinn: Machen wir weiter und wenn ja, wie?
Ich freue mich schon darauf, geballt Eure Meinung zu hören, geballt Widerspruch zu hören.

Wie Ministerin Ilse Aigner die Oeffentlichkeit bei der Ampel taeuschte

über Monate hinweg haben Vertreter des Bundesverbraucherministeriums die Öffentlichkeit beim Thema Ampelkennzeichnung getäuscht – bis hin zu Staatssekretärin Julia Klöckner und Ministerin Ilse Aigner. Systematisch haben sie eine Studie aus dem eigenen Hause falsch dargestellt, um auch damit die Ampel zu verhindern.
Darum geht es: Gefragt nach der Ampelkennzeichnung, hat Ilse Aigner stets für das so genannte „1 plus 4“-Modell geworben – genau jenes komplizierte System aus Zahlen und Prozentangaben, das bei der Lebensmittelindustrie „GDA“-Kennzeichnung heißt. Frau Aigner argumentierte dabei auch mit einer Umfrage aus ihrem eigenen Ministerium von März 2008. „Über 80 Prozent der Befragten“, so die Ministerin, beurteilten das „1 plus 4“-Modell als „informativ, verständlich und übersichtlich“. Das klingt beeindruckend, hat aber einen entscheidenden Haken. Wenn Frau Aigner vom „1 plus 4“-Modell sprach, meinte sie Zahlen und Prozentwerte – aber keine Farben. Bei der Umfrage ihres Ministeriums, noch von Vorgänger Horst Seehofer beauftragt, spielen die Farben dagegen eine entscheidende Rolle. Den Befragten wurde nämlich eine Grafik gezeigt, in der die Nährwertangaben mit den Ampelfarben Rot, Gelb und Grün eingefärbt waren. Das „1 plus 4“-Modell, wie es Ilse Aigner propagiert, bekamen sie gar nicht zu sehen. Im Klartext: Frau Aigner benutzt eine Umfrage, die klar für den Einsatz von Farben spricht, um gegen die Ampel Stimmung zu machen. Mehr dazu hier »
Das ist keine kleine Ungenauigkeit, sondern unredlich: Schließlich hat Frau Aigner mit diesem falschen Argument Einfluss auf den europäischen Gesetzgebungsprozess genommen. Hier liegt der Ball jetzt übrigens wieder bei der deutschen Ministerin. Nachdem das Europaparlament im Juni relativ knapp gegen die Ampel votierte, müssen jetzt Frau Aigner und ihre Kollegen im Rat der EU-Minister über eine neue Nährwertkennzeichnung beraten. Bisher vertritt die Bundesverbraucherministerin dort offenbar alles andere als die Interessen der Verbraucher. Im Oktober sprach sie sich ausdrücklich dafür aus, Nährwerte wie bisher in Bezug auf Portionsgrößen anzugeben. Dabei sind diese in Praxistests längst gescheitert. Das Europaparlament hatte deshalb immerhin für einheitliche Angaben bezogen auf 100 Gramm gestimmt, weil die Verbraucher nur so zwei Produkte einfach miteinander vergleichen können. Frau Aigner fällt jetzt sogar hinter diesen Kompromiss zurück.

Liebe Freundinnen und Freunde,
am Samstag fand mit 50.000 Menschen die bisher größte Kungebung gegen
Castor-Transporte im Wendland statt. 400 Busse, unzählige PKW, 20
Transfer-Busse von den Bahnhöfen - die Straßen im Landkreis
Lüchow-Dannenberg waren voll. Für manche war es mühselig, weil die Wege
vom Bus zur Demonstration lang waren und es schwierig war, den Bus wieder
zu finden. Die Anti-AKW-Bewegung zeigte, dass sie nicht nur in Berlin
zusammen kommt, sondern auch im Wendland.
Diese Großdemonstration setzt die Reihe von Massenprotesten gegen
Atomenergie fort. Bei den Castor-Protesten geht es nicht nur um Atommüll,
es geht darum, dass die Regierung umdreht und dass Atomkraftwerke
abgeschaltet werden.
Der Unmut über die unverantwortliche Regierungspolitik ist so groß, dass
Tausende noch einen Schritt weiter gehen und sich dem Castor-Transport in
den Weg stellen. Was in den vergangenen Tagen unter anderem passiert ist:
* Mehrere tausend Menschen versuchten an verschiedenen Stellen, die
Castor-Gleise zu unterhöhlen (schottern). Die Polizei reagierte mit
einer Gewaltstrategie, mit Schlagstöcken, Wasserweffer, Pfefferspray und
Pferdehufen.
* Eine beeindruckende gewaltfreie Aktion fand von Sonntag auf Montag
statt: 5.000 Menschen setzten sich aufs Castor-Gleis, die Polizei
brauchte fünf Stunden, sie zu räumen. Das war die bisher größte
Schienenblockade.
* 1.200 Menschen gelangten zu Fuß vor das Atommüll-Zwischenlager und
haben dort mittlerweile die erste Nacht verbracht. X-tausendmal quer
erwartet für die gewaltfreie Sitzblockade noch großen Zulauf.
Mittlerweile ist der Castor-Zug mit mehr als einem Tag Verspätung in
Dannenberg eingetroffen. Dort werden die Atommüll-Behälter auf Lastwagen
umgeladen und sollen über die Straße nach Gorleben gebracht werden.
Manche Zeitungen berichten von Gewalt durch Demonstranten. Tatsächlich ist
der Protest geprägt von einer sehr entschlossenen Gewaltfreiheit. So haben
das viele aus dem .ausgstrahlt-Team erlebt, die im Wendland unterwegs
sind. Dabei gibt es Aktivitäten, die gegen Gesetze verstoßen, und es gibt
Aktivitäten, die sich vollständig im legalen Rahmen bewegen.
Es ist noch immer möglich, ins Wendland zu kommen und der Regierung zu
zeigen, dass sie es ist, die diesen Konflikt schürt. Und dass Atomkraft
nur Ärger macht. Schwarz-Gelb will faktisch unendlich weiter Atommüll
produzierien - dabei gibt es keine Möglichkeit, den noch Generationen
strahlenden Müll sicher zu lagern. Zudem birgt jeder Transport ein
besonderes Risko.
Du bist es von uns gewohnt, dass wir schnelle und umfassende Informationen
und Analysen geben. Das schaffen wir diesmal nicht ganz. Die Ereignisse um
den Castor-Transport entwickeln sich ständig weiter. Auf

Tashi Dhondup is languishing in a forced labor camp for his pro-Tibetan music.

Dhondup was arrested following the 2009 release of a CD containing lyrics calling for the Dalai Lama's return to Tibet and lamenting that "There is no freedom in Tibet."
He was denied a fair trial, because in China, police have the option of sending cases to a "re-education through labor" committee, which can send defendants to labor camps for up to three years without any judicial oversight and without the defendant having any right to hire a lawyer.
All people have a human right to freedom of expression, and no one should be jailed or imprisoned without recourse to a fair trial.
Tell the Chinese authorities to free Tashi Dhondup and to dismantle the "re-education through labor" committees. »

Palm oil for power station in Hawaii threatens forests and communities
Hawaii's largest electricity company, HECO, could soon become one of the largest US importers of palm oil. They have been given permission to burn 2.56 million gallons of palm oil in two large power stations for a 'test phase' – and they want to burn far more after that. HECO's so-called 'clean energy' will mean more deforestation and land-grabbing in South-east Asia and West Africa, and more climate change. Please go to

Newsletter: Lebensmittelbuch bleibt Geheimsache
Fruchtkremfüllungen müssen keine Spur von Frucht enthalten und Schokoladenpudding nur ein Prozent Kakao, zusammengeklebte Fleischstücke dürfen ohne Kennzeichnung als Schinken verkauft werden – so steht es im Deutschen Lebensmittelbuch. Wie diese Festlegungen zustande kommen, erfährt weiterhin niemand. Am Dienstag, 2. November 2010, hat das Oberverwaltungsgericht Nordrhein-Westfalen in Münster eine Berufungsklage von foodwatch auf Veröffentlichung der Sitzungsprotokolle der Lebensmittelbuchkommission abgelehnt.
Die 32 Mitglieder der Lebensmittelbuchkommission, darunter Lobbyisten der Nahrungsmittelindustrie, tagen also weiter hinter verschlossenen Türen. Lediglich die Ergebnisse der Beratungen sollen wir erfahren dürfen. Doch wer in der Diskussion welche Interessen mit welchen Argumenten vertreten hat und wie die Entscheidungsfindung überhaupt abläuft, bleibt weiter Geheimsache.
Wir werden das Urteil prüfen und dann entscheiden, ob wir Revision beantragen. Wir finden, dass diese Entscheidung weder mit dem Wortlaut des Informationsfreiheitsgesetztes zu vereinbaren ist, auf dessen Grundlage wir Klage eingereicht hatten, noch mit der Transparenz, die Bürger nach diesem Gesetz von Behörden erwarten können. Solche weitreichenden Entscheidungen, die bestimmen, was am Ende in unserem Einkaufskorb und auf unserem Teller landet, dürfen in einer Demokratie nicht unter Ausschluss der Öffentlichkeit fallen! mehr »

Villages with a population of over 25 lakh are now supporters of RE. The traditional power systems don’t deliver any power to these villages – not even in those which are on the grid and are supposed to be electrified.
Their support has resulted in four political parties of the state identifying RE as playing an important role in tackling the state’s energy crisis. If we get more people to pledge support to RE, we can help show the importance of RE to all our leaders in the country.

"the same procedure as every year" oder "täglich grüßt das Murmeltier". Es ist kaum zu glauben, aber wahr, jedes Jahr veröffentlichen im Herbst die amtlichen Lebensmittelkontrolleu
re ihre Ergebnisse und Jahr für Jahr sind die Ergebnisse gleich schlecht. In der vergangenen Woche wurde die Bilanz des Jahres 2009 herausgegeben und sie ist noch verheerender als sonst ausgefallen. Jeder vierte Betrieb wies Mängel auf und der Anteil der beanstandeten Hygienekontrollen ist im Vergleich zum Vorjahr sogar von 52 auf 54 Prozent gestiegen. Leider erfährt der Verbraucher nicht, welche Betriebe betroffen sind. Die Ergebnisse werden lediglich in immer gleichen anonymen Statistiken veröffentlicht, ohne dass sich etwas ändert! Dies kommt einer Verspottung der Verbraucher gleich! Zumal es eine einfache Lösung für dieses Problem gäbe:
Eine überwältigende Mehrheit von 93 Prozent der Bundesbürger wünscht sich, dass in Deutschland das Smiley-System nach dänischem Vorbild eingeführt wird. Das hat eine im Frühjahr 2010 durchgeführte Umfrage ergeben.In Dänemark hängen seit Jahren in Restaurants, Kantinen, Schulen, Altenheimen und Lebensmittelgeschäften die Ergebnisse der durch die Veterinär- und Lebensmittelbehörde erfolgten Kontrollen zu Lebensmittelsicherheit und Hygiene aus. Die Verantwortlichen müssen dokumentieren, wie sie bei der letzten Lebensmittelkontrolle abgeschnitten haben. Der Bericht muss an einer gut sichtbaren Stelle aushängen. Das Beste ist: Ein Smiley-Symbol - von lachend bis grimmig - informiert jeden Besucher auf den ersten Blick über die erfolgte Bewertung. Zusätzlich werden alle Kontrollergebnisse im Internet veröffentlicht. Auf diese Weise kann das Untersuchungsergebnis sowohl beim spontanen als auch beim vorher am Computer geplanten Restaurantbesuch berücksichtigt werden.
Nachdem foodwatch seit Jahren für den Smiley kämpft, hat nun die Berliner Senatsverwaltung
mitgeteilt, das System ab dem 1. Juli 2011 in der Hauptstadt einzuführen. Wenn die Ankündigung wahr gemacht wird und das System tatsächlich kommt, wäre das ein Riesenerfolg für foodwatch und die Verbraucher! Dass der Smiley bitter nötig ist, zeigen nicht nur die erschreckenden Ergebnisse der amtlichen Lebensmittelkontrollen, sondern auch ein Pilot-Projekt, das 2009 in Berlin-Pankow durchgeführt wurde. Es stellte sich heraus, dass von 2.500 kontrollierten Restaurants 850 gravierende Mängel aufwiesen! Als "gravierende Mängel" galten zum Beispiel stark verdreckte Küchengeräte, zu warm gelagertes Fleisch, verschimmelte Lebensmittel oder stehendes Abwasser auf dem Fußboden. Selbst Kakerlaken, verschimmelte Zapfanlagen oder unverpackte Lebensmittel, die auf dem verschmutzten Boden herumliegen, werden von deutschen Lebensmittelkontrolleuren immer mal wieder entdeckt. Sogar Rattenplagen kommen in Restaurantküchen vor!Aber auch wenn der Smiley nach dänischem Vorbild in Berlin eingeführt wird, ist das nur ein Teilerfolg. Denn jetzt muss dafür gesorgt werden, dass das System nicht nur in der Hauptstadt, sondern im gesamten Bundesgebiet kommt. Und zwar eins zu eins nach dänischem Vorbild und nicht etwa in einer verwässerten Light-Version! Bei so einem faulen Kompromiss könnten sich die Betriebe beispielsweise freiwillig entscheiden, ob sie mitmachen möchten oder nicht. Das verhindert aber eine Orientierung, denn dann besteht die Gefahr, dass sich nur wenige Restaurants beteiligen und der Verbraucher keine wirkliche Auswahl hat. Sinnvoll kann das System also nur sein, wenn es für alle Betriebe verpflichtend ist!
Helfen Sie uns dabei, den Druck auf die Bundesverbraucherministerin Ilse Aigner und die Länderminister aufrecht zu erhalten, damit sie nicht vor unwilligen Ministerialbürokraten oder der Restaurant-Lobby einknicken. Denn diese macht gegen das Smiley-System Stimmung: Ein Funktionär des Hotel und Gaststättenverbandes (Dehoga) bezeichnete den Smiley als überflüssig und verstieg sich dafür zu einer an Verbraucherverhöhnung grenzenden "Begründung": "Wenn die Küche stinkt, dann brauche ich kein Smiley, dann komme ich nicht wieder". Offensichtlich ist dem Herrn entgangen, dass das Smiley-System eine differenziertere Bewertung erlaubt, und dass diese von den Verbrauchern auch gewünscht wird.Damit in Zukunft nicht nur die Berliner, sondern alle Bundesbürger die Chance haben, um unhygienische Restaurants einen Bogen zu machen, bitten wir Sie darum, unsere Forderung nach Einführung des Smiley-Systems in allen Bundesländern zu unterstützen.

Bundestag beschließt - die Antwort kommt in Gorleben
Liebe Freundinnen und Freunde,
gestern hat der Bundestag die Verlängerung der AKW-Laufzeiten beschlossen. Hunderttausende sind die letzten Monate auf die Straße gegangen, um das zu verhindern. So gesehen war gestern ein trauriger Tag für alle, die nicht Anteilseigner der vier großen Stromkonzerne sind.
Doch der Bundestags-Beschluss ist nicht das Ende der Auseinandersetzung. Ganz im Gegenteil: Wenn ich mir anschaue, was gerade an Mobilisierung für die Proteste und Widerstandaktionen rund um den Castor-Transport nach Gorleben läuft, dann stelle ich fest: Von Resignation ist in der Anti-AKW-Bewegung keine Spur. Die kraftvolle Antwort auf die Bundestagsentscheidung wird in Dannenberg am 6.11. und auf der Castor-Transportstrecke nach Gorleben ab dem 7.11. gegeben – mit open end.
Gorleben wird zum Gradmesser dafür, was diese Gesellschaft bereit ist zu schlucken – oder eben auch nicht. Wir sind eben nicht politikverdrossen, ganz im Gegenteil. Wir sagen laut und öffentlich: Wenn Ihr nur noch Politik für die Konzerne macht, dann funktioniert etwas nicht mehr im politischen System dieses Landes, dann mischen wir uns ein, dann ist es Zeit für die Bevölkerung, auf die Straße zu gehen.
Ich möchte Dich auf diesem Wege noch einmal ganz persönlich ansprechen und bitten, Dich an den Protesten im Wendland zu beteiligen und noch andere mitzubringen. Nur wenn wir richtig viele sind – und danach sind es gerade aus – werden wir der Bundesregierung vermitteln können, dass sie sich auf dem Holzweg befindet. Die Großdemonstration am 6.11. ist angemeldet und wird ein riesiges Protest-Fest, eine Veranstaltung auch für Familien und SeniorInnen, die Polizei regelt an diesem Tag nur den Verkehr.
Wenn Du Dich an den Tagen darauf an weiteren Aktionen beteiligen möchtest, ob Ziviler Ungehorsam auf oder bunter Protest neben der Transportstrecke, dann bleib im Wendland! Nimm Dir Montag und Dienstag frei, denn bis der Castor durch ist, kann es lange dauern.

Berlin und Düsseldorf Demos organisiert.
Die GRD unterstützt die Veranstaltung in Düsseldorf, die von Michaela Stoff und ihrer Facebook-Gruppe "Humans for Dolphins and Whales" organisiert wird.

Enttäuschung beim Schutz der Schweinswale - Koalition stimmt gegen GRD-Petition zum Verbot von Speedbootrennen in der Ostsee
Speedbootrennen werden auch zukünftig die vom Aussterben bedrohten Schweinswale in der Ostsee gefährden. Die Koalitionsparteien haben mit ihrer Mehrheit die GRD-
Petition abgewiesen, die sich dafür einsetzte, die Rennen auf der Ostsee in den deutschen Hoheitsgewässern zu verbieten.
"Es ist sehr enttäuschend, dass die Koalition einen Rückzieher macht, wenn es um wirkungsvollen Schutz der bedrohten Tiere geht", sagt Valerie Wilms, die in der grünen
Bundestagsfraktion für maritime Fragen zuständig ist. "Ein Verzicht auf solche Spaßveranstaltungen würde den enormen Lärmanstieg in der Ostsee wenigstens etwas dämpfen.
Leider sind die Auflagen für die Veranstalter nicht ausreichend, denn Boote mit riesigen Motoren machen immer riesigen Lärm" so die Bundestagsabgeordnete.

Enttäuschung beim Schutz der Schweinswale - Koalition stimmt gegen GRD-Petition zum Verbot von Speedbootrennen in der Ostsee
Speedbootrennen werden auch zukünftig die vom Aussterben bedrohten Schweinswale in der Ostsee gefährden. Die Koalitionsparteien haben mit ihrer Mehrheit die GRD-
Petition abgewiesen, die sich dafür einsetzte, die Rennen auf der Ostsee in den deutschen Hoheitsgewässern zu verbieten.
"Es ist sehr enttäuschend, dass die Koalition einen Rückzieher macht, wenn es um wirkungsvollen Schutz der bedrohten Tiere geht", sagt Valerie Wilms, die in der grünen
Bundestagsfraktion für maritime Fragen zuständig ist. "Ein Verzicht auf solche Spaßveranstaltungen würde den enormen Lärmanstieg in der Ostsee wenigstens etwas dämpfen.
Leider sind die Auflagen für die Veranstalter nicht ausreichend, denn Boote mit riesigen Motoren machen immer riesigen Lärm" so die Bundestagsabgeordnete.

NAGOYA, Japan – Ecological Internet welcomes reports that the 193-member UN Convention on Biological Diversity (CBD) will close its tenth biennial meeting with a de facto moratorium on geoengineering projects and experiments. This is a tremendous victory for the ETC Group’s “Hands Off Mother Earth” campaign [1], which has carefully researched and presented the case for such a moratorium on “planet hacking”, and with whom Ecological Internet is affiliated. “Any private or public experimentation or adventurism intended to manipulate the planetary thermostat will be in violation of this carefully crafted UN consensus,” stated Silvia Ribeiro, Latin American Director of ETC Group. The ETC Group’s full press release on the victory, as well as the full text of the agreement, is included below.
In announcing the outcome, the ETC Group publicly thanked Ecological Internet “for help winning a moratorium on Geoengineering” and particularly those that had “written to CBD delegates and spread the word… Many many thanks for your active campaigning. Your letters… really had an impact.” This is in reference to Ecological Internet’s Earth Action Network’s largest online email protest ever, where people from 83 countries sent 1,806,339 protest emails to CBD delegates just before the conference commenced [2]. Each delegate received just over 2,000 letters – just enough to make a critical ecological point, while being minimally disruptive – letting those in positions of power to doing something, that global citizens are opposed to geoengineering. It appears to have made a huge difference in the outcome.
“Ecological Internet is simply thrilled to have been involved with the ETC Group led campaign to place a moratorium on geoengineering. The atmosphere is a global commons, and ‘hacking’ it to avoid reducing emissions, protecting old forests, and ending coal and tar sands is dangerous and irresponsible. The precautionary principle clearly justifies a ban on large-scale geoengineering experiments and implementation, until all other options are exhausted, and there are global protocols, consensus and a sound scientific basis for any geoengineering that may or may not occur,” explains Dr. Glen Barry, EI’s President. “This is almost certainly the biggest victory EI’s large global network, together with allies, has ever achieved – as without this UN guidance, almost certainly private interests and climate-negligent countries were poised to launch large-scale, risky experiments upon our shared biosphere.”

Geoengineering is the proposed large scale manipulation of Earth’s oceans, soils and atmosphere with the intent of combating climate change. Geoengineering advocates have put forward a wide range of proposals to artificially modify these ecosystems to address climate change including: blasting sulfate particles into the upper atmosphere to reflect the sun; dumping iron particles in the oceans to grow CO2-absorbing plankton; firing silver iodide into clouds to produce rain; genetically engineering crops to have reflective leaves; spraying seawater into clouds to make clouds whiter; dumping large quantities of plant matter into the ocean, and burning plants from a huge land area to produce charcoal for burying in soils. Geopiracy: The Case Against Geoengineering [3] is a new publication by ETC Group that provides an overview of the issues involved.
Ecological Internet holds that modifying Earth at a planetary scale is so complex, and ecological and other side effects potentially so severe, that clearly humanity is incapable of safely engineering a biosphere. Geoengineering Moratorium at UN Ministerial in Japan
Risky Climate Techno-fixes Blocked
NAGOYA, Japan – In a landmark consensus decision, the 193-member UN Convention on Biological Diversity (CBD) will close its tenth biennial meeting with a de facto moratorium on geoengineering projects and experiments. “Any private or public experimentation or adventurism intended to manipulate the planetary thermostat will be in violation of this carefully crafted UN consensus,” stated Silvia Ribeiro, Latin American Director of ETC Group.
The agreement, reached during the ministerial portion of the two-week meeting which included 110 environment ministers, asks governments to ensure that no geoengineering activities take place until risks to the environmental and biodiversity and associated social, cultural and economic impacts risks have been appropriately considered as well as the socio-economic impacts. The CBD secretariat was also instructed to report back on various geoengineering proposals and potential intergovernmental regulatory measures.
The unusually strong consensus decision builds on the 2008 moratorium on ocean fertilization. That agreement, negotiated at COP 9 in Bonn, put the brakes on a litany of failed “experiments” – both public and private – to sequester atmospheric carbon dioxide in the oceans’ depths by spreading nutrients on the sea surface. Since then, attention has turned to a range of futuristic proposals to block a percentage of solar radiation via large-scale interventions in the atmosphere, stratosphere and outer space that would alter global temperatures and precipitation patterns.
“This decision clearly places the governance of geoengineering in the United Nations where it belongs,” said ETC Group Executive Director Pat Mooney. “This decision is a victory for common sense, and for precaution. It will not inhibit legitimate scientific research. Decisions on geoengineering cannot be made by small groups of scientists from a small group of countries that establish self-serving ‘voluntary guidelines’ on climate hacking. What little credibility such efforts may have had in some policy circles in the global North has been shattered by this decision. The UK Royal Society and its partners should cancel their Solar Radiation Management Governance Initiative and respect that the world’s governments have collectively decided that future deliberations on geoengineering should take place in the UN, where all countries have a seat at the table and where civil society can watch and influence what they are doing.”
Delegates in Nagoya have now clearly understood the potential threat that deployment – or even field testing – of geoengineering technologies poses to the protection of biodiversity. The decision was hammered out in long and difficult late night sessions of a “Friends of the chair” group, attended by ETC Group, and adopted by the Working Group 1 Plenary on 27 October 2010. The Chair of the climate and biodiversity negotiations called the final text “a highly delicate compromise.” All that remains to do now is gavel it through in the final plenary at 6 PM Friday (Nagoya time).
“The decision is not perfect,” said Neth Dano of ETC Group Philippines. “Some delegations are understandably concerned that the interim definition of geoengineering is too narrow because it does not include Carbon Capture and Storage technologies. Before the next CBD meeting, there will be ample opportunity to consider these questions in more detail. But climate techno-fixes are now firmly on the UN agenda and will lead to important debates as the 20th anniversary of the Earth Summit approaches. A change of course is essential, and geoengineering is clearly not the way forward.”

8. Invites Parties and other Governments, according to national circumstance and priorities, as well as relevant organizations and processes, to consider the guidance below on ways to conserve, sustainably use and restore biodiversity and ecosystem services while contributing to climate‑change mitigation and adaptation:

(w) Ensure, in line and consistent with decision IX/16 C, on ocean fertilization and biodiversity and climate change, in the absence of science based, global, transparent and effective control and regulatory mechanisms for geo-engineering, and in accordance with the precautionary approach and Article 14 of the Convention, that no climate-related geo-engineering activities[1] that may affect biodiversity take place, until there is an adequate scientific basis on which to justify such activities and appropriate consideration of the associated risks for the environment and biodiversity and associated social, economic and cultural impacts, with the exception of small scale scientific research studies that would be conducted in a controlled setting in accordance with Article 3 of the Convention, and only if they are justified by the need to gather specific scientific data and are subject to a thorough prior assessment of the potential impacts on the environment;
[1] Without prejudice to future deliberations on the definition of geo-engineering activities, understanding that any technologies that deliberately reduce solar insolation or increase carbon sequestration from the atmosphere on a large scale that may affect biodiversity (excluding carbon capture and storage from fossil fuels when it captures carbon dioxide before it is released into the atmosphere) should be considered as forms of geo-engineering which are relevant to the Convention on Biological Diversity until a more precise definition can be developed. Noting that solar insolation is defined as a measure of solar radiation energy received on a given surface area in a given hour and that carbon sequestration is defined as the process of increasing the carbon content of a reservoir/pool other than the atmosphere.

9 9. Requests the Executive Secretary to:

(o) Compile and synthesize available scientific information, and views and experiences of indigenous and local communities and other stakeholders, on the possible impacts of geo‑engineering techniques on biodiversity and associated social, economic and cultural considerations, and options on definitions and understandings of climate-related geo-engineering relevant to the Convention on Biological Diversity and make it available for consideration at a meeting of the Subsidiary Body on Scientific, Technical and Technological Advice prior to the eleventh meeting of the Conference of the Parties;
(p) Taking into account the possible need for science based global, transparent and effective control and regulatory mechanisms, subject to the availability of financial resources, undertake a study on gaps in such existing mechanisms for climate-related geo-engineering relevant to the Convention on Biological Diversity, bearing in mind that such mechanisms may not be best placed under the Convention on Biological Diversity, for consideration by the Subsidiary Body on Scientific Technical and Technological Advice prior to a future meeting of the Conference of the Parties and to communicate the results to relevant organizations;

4. Invites Parties, other Governments and relevant organizations to submit information on synthetic biology and geo-engineering, for the consideration by the Subsidiary Body on Scientific, Technical and Technological Advice, in accordance with the procedures of decision IX/29, while applying the precautionary approach to the field release of synthetic life, cell or genome into the environment;

13 Reaffirming that the programme of work still corresponds to the global priorities, has been further strengthened through decisions VIII/21, VIII/22, VIII/24, and IX/20, but is not fully implemented, and therefore encourages Parties to continue to implement these programme elements, and endorses the following guidance, where applicable and in accordance with national capacity and circumstances, for enhanced implementation:
(e) Ensuring that no ocean fertilization takes place unless in accordance with decision IX/16 C and taking note of the report (UNEP/CBD/SBSTTA/14/INF/7) and development noted para 57 – 62;
Impacts of ocean fertilization on marine and coastal biodiversity
57. Welcomes the report on compilation and synthesis of available scientific information on potential impacts of direct human-induced ocean fertilization on marine biodiversity (UNEP/CBD/SBSTTA/14/INF/7), which was prepared in collaboration with United Nations Environment Programme-World Conservation Monitoring Centre (UNEP-WCMC) and the International Maritime Organization in pursuance of paragraph 3 of decision IX/20;
58. Recalling the important decision IX/16 C on ocean fertilization, reaffirming the precautionary approach, recognizes that given the scientific uncertainty that exists, significant concern surrounds the potential intended and unintended impacts of large-scale ocean fertilization on marine ecosystem structure and function, including the sensitivity of species and habitats and the physiological changes induced by micro-nutrient and macro-nutrient additions to surface waters as well as the possibility of persistent alteration of an ecosystem, and requests Parties to implement decision IX/16 C;
59. Notes that the governing bodies under the London Convention and Protocol adopted in 2008 resolution LC-LP.1 (2008) on the regulation of ocean fertilization, in which Contracting Parties declared, inter alia, that given the present state of knowledge, ocean fertilization activities other than legitimate scientific research should not be allowed;
60. Recognizes the work under way within the context of the London Convention and London Protocol to contribute to the development of a regulatory mechanism referred to in decision IX/16 C, and invites Parties and other Governments to act in accordance with the Resolution LC-LP.2(2010) of the London Convention and Protocol ;
61. Notes that in order to provide reliable predictions on the potential adverse impacts on marine biodiversity of activities involving ocean fertilization, further work to enhance our knowledge and modelling of ocean biogeochemical processes is required, in accordance with decision IX/16 (c) and taking into account decision IX/20 and LC-LP.2 (2010);
62. Notes also that there is a pressing need for research to advance our understanding of marine ecosystem dynamics and the role of the ocean in the global carbon cycle;

That agreement, negotiated at COP 9 in Bonn, put the brakes on a litany of failed “experiments” – both public and private – to sequester atmospheric carbon dioxide in the oceans’ depths by spreading nutrients on the sea surface. Since then, attention has turned to a range of futuristic proposals to block a percentage of solar radiation via large-scale interventions in the atmosphere, stratosphere and outer space that would alter global temperatures and precipitation patterns.
“This decision clearly places the governance of geoengineering in the United Nations where it belongs,” said ETC Group Executive Director Pat Mooney. “This decision is a victory for common sense, and for precaution. It will not inhibit legitimate scientific research. Decisions on geoengineering cannot be made by small groups of scientists from a small group of countries that establish self-serving ‘voluntary guidelines’ on climate hacking. What little credibility such efforts may have had in some policy circles in the global North has been shattered by this decision. The UK Royal Society and its partners should cancel their Solar Radiation Management Governance Initiative and respect that the world’s governments have collectively decided that future deliberations on geoengineering should take place in the UN, where all countries have a seat at the table and where civil society can watch and influence what they are doing.”
Delegates in Nagoya have now clearly understood the potential threat that deployment – or even field testing – of geoengineering technologies poses to the protection of biodiversity. The decision was hammered out in long and difficult late night sessions of a “Friends of the chair” group, attended by ETC Group, and adopted by the Working Group 1 Plenary on 27 October 2010. The Chair of the climate and biodiversity negotiations called the final text “a highly delicate compromise.” All that remains to do now is gavel it through in the final plenary at 6 PM Friday (Nagoya time).
“The decision is not perfect,” said Neth Dano of ETC Group Philippines. “Some delegations are understandably concerned that the interim definition of geoengineering is too narrow because it does not include Carbon Capture and Storage technologies. Before the next CBD meeting, there will be ample opportunity to consider these questions in more detail. But climate techno-fixes are now firmly on the UN agenda and will lead to important debates as the 20th anniversary of the Earth Summit approaches. A change of course is essential, and geoengineering is clearly not the way forward.”

Under Climate Change and Biodiversity (UNEP/CBD/COP/10/L.36)
8. Invites Parties and other Governments, according to national circumstance and priorities, as well as relevant organizations and processes, to consider the guidance below on ways to conserve, sustainably use and restore biodiversity and ecosystem services while contributing to climate‑change mitigation and adaptation:

(w) Ensure, in line and consistent with decision IX/16 C, on ocean fertilization and biodiversity and climate change, in the absence of science based, global, transparent and effective control and regulatory mechanisms for geo-engineering, and in accordance with the precautionary approach and Article 14 of the Convention, that no climate-related geo-engineering activities[1] that may affect biodiversity take place, until there is an adequate scientific basis on which to justify such activities and appropriate consideration of the associated risks for the environment and biodiversity and associated social, economic and cultural impacts, with the exception of small scale scientific research studies that would be conducted in a controlled setting in accordance with Article 3 of the Convention, and only if they are justified by the need to gather specific scientific data and are subject to a thorough prior assessment of the potential impacts on the environment;
[1] Without prejudice to future deliberations on the definition of geo-engineering activities, understanding that any technologies that deliberately reduce solar insolation or increase carbon sequestration from the atmosphere on a large scale that may affect biodiversity (excluding carbon capture and storage from fossil fuels when it captures carbon dioxide before it is released into the atmosphere) should be considered as forms of geo-engineering which are relevant to the Convention on Biological Diversity until a more precise definition can be developed. Noting that solar insolation is defined as a measure of solar radiation energy received on a given surface area in a given hour and that carbon sequestration is defined as the process of increasing the carbon content of a reservoir/pool other than the atmosphere.

(o) Compile and synthesize available scientific information, and views and experiences of indigenous and local communities and other stakeholders, on the possible impacts of geo‑engineering techniques on biodiversity and associated social, economic and cultural considerations, and options on definitions and understandings of climate-related geo-engineering relevant to the Convention on Biological Diversity and make it available for consideration at a meeting of the Subsidiary Body on Scientific, Technical and Technological Advice prior to the eleventh meeting of the Conference of the Parties;
(p) Taking into account the possible need for science based global, transparent and effective control and regulatory mechanisms, subject to the availability of financial resources, undertake a study on gaps in such existing mechanisms for climate-related geo-engineering relevant to the Convention on Biological Diversity, bearing in mind that such mechanisms may not be best placed under the Convention on Biological Diversity, for consideration by the Subsidiary Body on Scientific Technical and Technological Advice prior to a future meeting of the Conference of the Parties and to communicate the results to relevant organizations;

4. Invites Parties, other Governments and relevant organizations to submit information on synthetic biology and geo-engineering, for the consideration by the Subsidiary Body on Scientific, Technical and Technological Advice, in accordance with the procedures of decision IX/29, while applying the precautionary approach to the field release of synthetic life, cell or genome into the environment;

13 Reaffirming that the programme of work still corresponds to the global priorities, has been further strengthened through decisions VIII/21, VIII/22, VIII/24, and IX/20, but is not fully implemented, and therefore encourages Parties to continue to implement these programme elements, and endorses the following guidance, where applicable and in accordance with national capacity and circumstances, for enhanced implementation:
(e) Ensuring that no ocean fertilization takes place unless in accordance with decision IX/16 C and taking note of the report (UNEP/CBD/SBSTTA/14/INF/7) and development noted para 57 – 62;
Impacts of ocean fertilization on marine and coastal biodiversity
57. Welcomes the report on compilation and synthesis of available scientific information on potential impacts of direct human-induced ocean fertilization on marine biodiversity (UNEP/CBD/SBSTTA/14/INF/7), which was prepared in collaboration with United Nations Environment Programme-World Conservation Monitoring Centre (UNEP-WCMC) and the International Maritime Organization in pursuance of paragraph 3 of decision IX/20;
58. Recalling the important decision IX/16 C on ocean fertilization, reaffirming the precautionary approach, recognizes that given the scientific uncertainty that exists, significant concern surrounds the potential intended and unintended impacts of large-scale ocean fertilization on marine ecosystem structure and function, including the sensitivity of species and habitats and the physiological changes induced by micro-nutrient and macro-nutrient additions to surface waters as well as the possibility of persistent alteration of an ecosystem, and requests Parties to implement decision IX/16 C;
59. Notes that the governing bodies under the London Convention and Protocol adopted in 2008 resolution LC-LP.1 (2008) on the regulation of ocean fertilization, in which Contracting Parties declared, inter alia, that given the present state of knowledge, ocean fertilization activities other than legitimate scientific research should not be allowed;
60. Recognizes the work under way within the context of the London Convention and London Protocol to contribute to the development of a regulatory mechanism referred to in decision IX/16 C, and invites Parties and other Governments to act in accordance with the Resolution LC-LP.2(2010) of the London Convention and Protocol ;
61. Notes that in order to provide reliable predictions on the potential adverse impacts on marine biodiversity of activities involving ocean fertilization, further work to enhance our knowledge and modelling of ocean biogeochemical processes is required, in accordance with decision IX/16 (c) and taking into account decision IX/20 and LC-LP.2 (2010);
62. Notes also that there is a pressing need for research to advance our understanding of marine ecosystem dynamics and the role of the ocean in the global carbon cycle;
